OMAN NATIONAL SPATIAL STRATEGY

The Oman National Spatial Strategy (ONSS) is the Sultanate’s primary long-term framework for coordinating urban, infrastructure and economic development across all 11 governorates. Operating as a 20-year strategic blueprint, it translates the ambitions of Oman Vision 2040 into a clear, place-based delivery model that aligns public investment, private development and environmental stewardship.


Rather than relying on rigid zoning prescriptions, the ONSS establishes strategic principles, performance standards and spatial priorities. This approach preserves flexibility for market-led investment while ensuring that development across regions is coordinated, complementary and aligned with national objectives. For investors, the ONSS provides clarity of direction, reduced delivery risk and confidence that infrastructure, land use and economic policy are aligned over the long term.


Governance and implementation sit with the Ministry of Housing and Urban Planning (MoHUP), providing a single, accountable authority responsible for strategic planning, land allocation and development coordination. The ONSS is structured around a set of integrated national pillars, endorsed at Cabinet level, which together form the framework for delivery across all regions.
